Summary

  • add administrator-created, passwordless account invitations with seven-day activation links
  • prefill invited identity during activation and defer profile completion to the account page
  • add a dedicated users.provision permission, Admin Users action, phone profile field, audit events, docs, and OpenAPI coverage

Verification

  • npm run check
  • npm run test:unit
  • npm run test:contract
  • git diff --check

Integration tests were not run because MongoDB requires 500 MB free disk space and the workspace has less available.
